The city of Tullahoma terminated Senior City Planner Samuel Luthi following a disciplinary review involving allegations of sleeping on duty and failing to follow supervisory instructions, according to reporting by Tullahoma News cited by 93.9 The Duck. City records documented sleeping incidents on June 3 and June 16, the newspaper reported, and officials alleged Luthi remained at work after being instructed to go home on June 16. He was placed on paid leave the following day, and a hearing was held June 25. Luthi was hired in January 2025 and previously served as planning director. He was demoted to senior planner in March 2026 after officials determined he had provided inaccurate information about his participation in discussions concerning the city's 2045 Plan. Planning, Codes and Life Safety Director Nick Kimbro cited multiple violations in the termination notice; one stated reason was redacted from the records reviewed by the newspaper.

The request came from Lynchburg Stone LLC, which is seeking a special exception to reopen a rock quarry at 606 Winchester Highway. Rather than risk approving something outside its authority, the board agreed to get legal guidance from Moore County Attorney Bill Rieder before acting.

The proposed pause would target residential subdivisions rather than commercial development. On advice from Moore County Attorney Bill Rieder, the council held off on final action because the measure must be treated as an amendment to the zoning ordinance, which requires two readings, public notice, and a public hearing. The council is aiming to hold the public hearing and second reading in December. The county's existing subdivision approval procedures remain in place until the moratorium is formally adopted.
Lynchburg's Metro Council is moving ahead with a proposed moratorium of up to one year on new residential subdivisions while the county rewrites its subdivision and zoning rules.
